ENGLISH
AS A SECOND LANGUAGE ( ESL )
English as a Second Language follows the State of Tennessee ESL
Curriculum Framework adopted by the State Board of Education on
July 18, 1997. Instruction begins where student needs begin, perhaps
with basic survival skills, teaching name, address, phone number,
how to ask directions to the bathroom and drinking fountain. Instruction
in standard English continues in the areas of speaking, reading,
writing, and understanding spoken English. American cultural practices,
customs, and mores are discussed.

504
Section 504 of the Rehabilitation Act of 1973 is a civil rights
statute which provides that: 'No otherwise qualified individual
with handicaps in the United States ... shall solely by reason of
his/her handicap, be excluded from the participation in, be denied
the benefits of, or be subjected to discrimination under any program
or activity receiving federal financial assistance. (29 USC 794)
